"Excluding self" in skill description

Top2 atk will charge top 1 and self (impossible). Ok   then we have duesha's tap with EXCLUDING SELF Top 2 duesha will charge top 1 and 3, right? NO   For some reason it works same way as tiwaz's tap and "excluding self" means NOTHING. Just 2 confusing & useless words.   So, it either bug and it should charge top 1 and 3, or problem with description. I wouldn't go for +6 and full ignitions if i knew thet 'excluding self' = " "
