Where do you buy Emmisary flags?

IK this is a stupid question but I I need to know where to buy Gold hoarders, Order Of Souls, Merchant Alliance Emissary flags are bought at.

    at their spots on the outposts. there is a small table where you can vote to be an emmisary.
