Your Critical Rate will be increased equal to the value of your Status Effect Resistance Penetration in your stats sheet outside of combat and any value of Status Effect Resistance Penetration that may be increased while in combat will not be turned into Critical Rate and your Status Effect Resistance will not affect Critical Rate at all.

I guess it's Status Effect Penetration and Status Effect Resistance Penetration is the same.
