Changing Nation

Is it possible to let TOP 10 C/S players (except Monarch) to switch Nationality ? Currently, the system only allow player below rank 11+ to be able change nation. Due to the low players and all Top players are in the SAME Nation (even server merged) , it would be more fun and challenge to let them switch country and be able to fight each other in Nation War.
