I think it (sort of) matters if you are playing ranked because you don't want somebody who can't carry their weight and That's sort of a pointer to if they do or not. But its also kind of a stretch because if you have someone on your team who anchors down site and plays people like mira or echo and stuff then they typically get less kills and general. Its also very difficult to anchor on some of the maps on ranked. But if you have a fragger (ash, vigil, etc) then you wouldn't want them to have a low kd because their entire play style is kd driven and getting kills. But on things like casual your kd matters literally nothing because you play casual to have fun and not to sweat.
